193 UN MEMBER STATES RECOGNIZED THE NEED and committed to developing a Global Compact on Refugees and adopting a Global Compact for Safe, Orderly and Regular Migration (GCM). (Marrakech Treaty on Migration. 10-11.12. 2018.)
The GCM proposes a framework for cooperation that includes 23 goals, implementation, and follow-up and review. Each goal implies a commitment as well as a set of actions that are considered relevant policy instruments and examples of good practice.
All Member States seeking support for the implementation of the GCM (Global Compact for Safe, Orderly and Regular Migration) are eligible to benefit from the Multi-Partnership Trust Fund for Migration.
According to the latest data, 99 countries and regions have submitted applications to the Multi-Partnership Trust Fund for Migration, with a total of 31 joint program concepts submitted. They have already been pre-approved in this form and are included in the “pipeline” (awaiting funding).
Kyrgyzstan has not yet submitted an application to this fund (KR is also a member).
Interested organizations can prepare a conceptual application jointly with the state and UN agencies and receive funding to solve migration problems as part of the implementation of the GCM.

The 23 goals of the Global Compact for Safe, Orderly and Regular Migration (GCM):
1.Collect and use accurate and disaggregated data as a basis for empirically based policy making
2. Minimizing the adverse impact of various forces and structural factors that force people to leave their countries of origin
3.Providing accurate and timely information at all stages of migration
4.Ensuring that all migrants have legal identification and proper documentation
5. Simplifying access to legal migration channels and increasing their flexibility
6. Promote fair and ethical recruitment of workers and ensure conditions for decent work
7. Study and mitigation of vulnerabilities in the migration process
8.Rescue people and coordinate the efforts of the international community to solve the problem of missing migrants
9. Increasing the effectiveness of transnational measures to combat the smuggling of migrants
10.Preventing, suppressing and eradicating human trafficking in the context of international migration
11.Integrated and secure border management with coordination of efforts
12. Increase certainty and predictability of migration procedures to ensure proper monitoring and screening and referral of people to the appropriate authorities
13. Using the practice of placing migrants in temporary detention centers only as a last resort and looking for alternatives
14. Increasing the effectiveness of consular protection, assistance and interaction throughout the entire migration cycle
15. Coverage of migrants with basic services
16. Create an enabling environment for migrants and societies to ensure full social inclusion and cohesion
17. Eliminate all forms of discrimination and encourage evidence-based public debate to shape public opinion on migration
18. Invest in skills development and promote mutual recognition of skills, qualifications and competencies
19. Create conditions for migrants and diasporas to fully contribute to the achievement of sustainable development in all countries
20. Increasing efficiency and reliability and reducing the cost of remittances and promoting the financial inclusion of migrants
21. Cooperation to ensure safe and dignified return and readmission and smooth reintegration
22. Creation of mechanisms for the transfer of material rights in the field of social security and acquired benefits
