Development Initiatives has published the 2018 Official Development Assistance (ODA) fact sheet (.pdf)

Key facts
• Total Official Development Assistance (ODA) continues to fall from $149 billion. USA (in 2017) to 147 billion dollars. USA (in 2018); however, with the exception of refugee donor costs, they increase slightly (Figure 1).
• 2018 data confirms the continuing trend of increasing ODA flows out of donor countries that began in 2017. In 2018, this figure is 86% (Figure 2).
• For the first time since 2010, ODA to countries other than least developed countries (LDCs) fell; However, compared with 2010 levels, ODA to non-LDCs is still growing faster than ODA to LDCs (Figure 3).
• Much of the (relatively slower) growth in ODA to vulnerable countries such as LDCs was driven by increased bilateral and multilateral borrowing, rising from 13% of total ODA to LDCs in 2010 to 30% in 2018. Long-term development grants decreased in share from 75% to 55% over the same period (Figure 4).
• ODA spending in sectors key to strengthening human capital – health, education and social protection – is falling as a share of total ODA (Figure 7).
