Multi-stakeholder dialogue “Enabling environment for civil society organizations (CSOs)”

July 20, 2022 A multilateral dialogue “Enabling environment for civil society organizations (CSOs)” took place in the Shayir hall, Hayat hotel.

Spring 2022 PF “Nash Vek” took the initiative to organize a CSO Working Group to organize a multilateral dialogue to promote an enabling environment for CSOs.

The following organizations and their representatives have expressed a desire to join the Working Group (hereinafter referred to as the WG):

  11. Aida Kurbanova, project coordinator of the Civil Participation Foundation,

And other CSO representatives and activists who joined from time to time during WG meetings and offered their recommendations.

Every week at 17.00. On Fridays, online meetings of the Working Group were held, where we discussed working issues, the draft program, the draft Work Plan, the draft Resolution, the number of invited individuals and organizations.

Letters were sent to representatives of the Cabinet of Ministers of the Kyrgyz Republic, deputies of the Housing Committee, and international organizations. A registration form was created where interested CSO representatives could register for the multi-stakeholder dialogue “Enabling Environment for CSOs.” Registration for CSO representatives was open through Google Form.

The main partners in co-financing the multilateral dialogue were:

  1. PF Our Century and our partners POER/CPDE (Partnership of CSOs for Development Effectiveness,
  2. Development Policy Institute and their partners,
  3. International Center for Non-Profit Law and their partners.

July 20, 2022 A multilateral dialogue “Enabling environment for civil society organizations (CSOs)” took place in the Shayir hall, Hayat hotel.

101 people took part and about 15 people online. There were representatives from government agencies of the Kyrgyz Republic, international organizations, business associations, civil society organizations and civil society organizations.

At the multilateral dialogue, representatives of CSOs presented their presentations, and representatives of the Administration of the President of the Kyrgyz Republic, international organizations, etc. also spoke.

Discussions took place in 4 panels:

Panel discussion No. 1:

Measures to improve the legal environment for CSO activities.

Discussion of a plan to improve the regulatory framework for CSO activities;

Panel discussion No. 2:

The current state of CSOs, assessment of the contribution of CSOs to the development of the country;

Panel discussion #3:

The role and obligations of sustainable development actors in strengthening the enabling environment for CSOs.

The effectiveness of multilateral discussions for the development of the country;

Panel discussion No. 4:

CSO funding: how to ensure CSO sustainability?

  4. Presentation “On the role of NGO sector of the Kyrgyz Republic in the development of the state” – Aitbaeva Asyl Aitbaevna, director of “MC Interbilim”,
  5. From business associations: “The role of business associations in protecting the freedom of human economic activity,” speech by the representative of the International Business Council, Zhanabil Davletbaev.
  6. Presentation “The ability of a statistical body to evaluate the contribution of CSOs: the experience of the ACPSC and the NSC”, Aidar Mambetov, Director of the Civil Participation Foundation.
  7. Presentation: “Obligations of partners (state, donors and CSOs) to strengthen an enabling environment for civil society”: Dzhanaeva N.N., Forum of Women’s NGOs of the Kyrgyz Republic,

All participants jointly discussed the Work Plan and Resolution.

It was proposed to create a Working Group (WG) to further promote an enabling environment for CSOs.

Representatives of CSOs from the regions also joined the WG.
