Консультации “Лицом к Лицу” с представителями ОГО ЦАиК и АБИИ

On March 22-23rd, 2018, there were held “Face to Face” consultations with representatives of civil society organizations (CSOs) of Central Asia and the Caucasus (CA&C) together with representatives of the Asian Infrastructure Investment Bank (AIIB).

On March 22nd, 2018, CSO representatives discussed the policies of AIIB in the framework of “Public Information” (PPI) and “Project-Affected Peoples Mechanism” (PPM). Participants gave comments on all suggested topics and made proposals and recommendations to these themes.

On March 21st, 2018, representatives of NGO Forum on ADB discussed energy projects, plans and projects aimed at the energy sector.

On March 23rd, 2018, the comments and proposals of the CSO to AIIB policies in the framework of “Public Information” (PPI) and “Project-Affected Peoples Mechanism” (PPM) were presented to the representatives of AIIB.

Mr. Yuangzhan Sun, AIIB Principal Communications Officer, listened to all the comments and proposals and expressed a positive relation concerning the comments. He also confirmed that all proposals (even if the deadline for the acceptance of proposals from CSOs expired on March 16th, 2018) will be taken into account when finalizing the Policy in the field of public information of AIIB. After comments and discussions, Mr. Sun accepted the document with comments and signed comments on CSOs on the final page about what he had confirmed.

Mr. Hamid Shariff, the Head of Compliance, Effectiveness and Integrity Unit (CEIU), and Mrs. Ms. Irene Bain, Senior Learning & Knowledge Specialist, CEIU also participated to all comments and suggestions from CSOs. They appreciated the comments positively, however, some matter was expressed that the proposals developed will be finally adopted by the Board of Directors of AIIB, and they do not know how many comments will be taken into account.

All participants were very active and expressed hope for a constructive collaboration with all parties (CSOs, state bodies, AIIB).

22-23 марта 2018 года состоялись консультации “Лицом к Лицу” с представителями организаций гражданского общества (ОГО) Центральной Азии и Кавказа (ЦАиК) и представителями Азиатского Банка Инфраструктурных Инвестиций (АБИИ).

22 марта 2018 года представители ОГО ЦАиК обсудили политики АБИИ в области “Общественной информации” и “Механизма воздействия на людей, затронутых проектом”. Участники дали комментарии по всем спорным статьям политик и дали предложения и рекомендации к данным политикам.

21 марта 2018 года представители ЦАиК НПО Форума по АБР обсудили энергетические проекты в ЦАиК, обсудили планы, проекты направленные на сектор энергетики.

23 марта 2018 года выработанные комментарии и предложения ОГО ЦАиК к политикам АБИИ в области “Общественной информации” и “Механизму воздействия на людей, затронутых проектом” были презентованы представителям АБИИ.

Господин Юангчжан Сан, начальник по работе по связям с общественностью АБИИ выслушал все комментарии и предложения и выразил положительное отношение к комментариям. Также он заверил, что все комментарии (даже, если прошел срок принятия предложений от ОГО истек 16 марта 2018 года) будут учтены при финализации Политики в области общественной информации АБИИ. После комментариев и бурных обсуждений г-н Юангчжан Сан принял документ с комментариями и подписал на заключительной странице комментарии от ОГО ЦАиК, о том что принял.

Господин Хамид Шариф, глава управления Compliance, Effectiveness and Integrity Unit (CEIU) и госпожа Айрэн Бэйн, Senior Learning & Knowledge Specialist, CEIU также выслушали все комментарии и предложения от ОГО ЦАиК. Они положительно оценили комментарии, однако, было высказано некоторое опасение, что выработанные предложения окончательно будут принимать Совет Директоров АБИИ, и они не знают, насколько и все ли комментарии будут учтены.

Все участники были очень активными и выражали надежду на конструктивное сотрудничество со всеми сторонами (ОГО, госорганы, АБИИ).
