Recommendations on the applicability of the indicator 17.2.1.

Developed countries committed to providing ODA to developing countries in the amount of 0.7 percent of gross national income (GNI)[1].

Below is information on how donor countries adhere to their ODA commitments to developing countries.

Description of indicator/indicator 17.2.1

“Net official development assistance (both total and to least developed countries) as a share of the gross national income of OECD Development Assistance Committee donors.”

Below are the total ODA by year and the percentage equivalence of total gross national income (GNI) of DAC donors according to OECD data.

Thus, we see that donor countries have not fulfilled their commitments to allocate ODA to developing countries in the amount of 0.7 percent of gross national income (GNI).

On the website of the National Statistical Committee of the Kyrgyz Republic SDG Indicator 17.2.1. marked as “not applicable”[3].

Description of indicator 17.2.1:

“Net official development assistance (both total and to least developed countries) as a share of the gross national income of OECD Development Assistance Committee donors.”

However, for recipient countries such as Kyrgyzstan, this indicator does not really apply directly, since its essence is to measure the efforts of donors, not recipients. This means that Kyrgyzstan is not required to show the percentage of its GNI allocated to aid (as is the case with donors), but should focus on “the volume of aid received” and “its proportion in total aid allocated to developing countries.”

What is required from Kyrgyzstan according to this indicator:

  1. “Volume of official assistance received”: Kyrgyzstan must provide data on how much official development assistance (ODA) it received in a particular period.
  2. “Role of Kyrgyzstan among aid recipients”: Kyrgyzstan must show what its share is in the total amount of aid sent to developing countries (for example, if a country received 1% of total global ODA to developing countries, this will be reflected in the corresponding indicator).

Thus, although the indicator concerns donor countries, what is important for recipient countries is the aspect of “indicators of aid” received from donors and their share in the overall picture.

Below are the final data for Kyrgyzstan and Kyrgyzstan’s share of all aid.

Thus, we see that the share of assistance received by Kyrgyzstan from donor countries from 2019-2023. the average is 0.24%.

Looking ahead, recent statements by some DAC (Development Assistance Committee) members have raised concerns about future ODA levels, and the OECD is studying the importance and impact of such budget cuts. ODA modeling developed by the OECD based on a recent survey of DAC members shows that ODA is estimated to decline by 9% to 17% from 2024 to 2025, depending on different scenarios that estimate the scale of the cuts. The OECD continues to monitor statements by DAC members and is trying to assess the impact of budget cuts.

In 2024, official development assistance (ODA) of Development Assistance Committee (DAC) member countries was US$212.1 billion, representing 0.33% of the total GNI of DAC members. Total ODA in 2024 fell by 7.1% in real terms compared with 2023, the first fall after five years of consistent growth.
