On September 15, 2017, a meeting of the Working Group on Regional Development Funds (RDFs) was held in the conference hall of the Ministry of Economy of the Kyrgyz Republic.

Vision for creating a web portal for Regional Development Funds (RDFs)
In 2014, the Government of the Kyrgyz Republic proposed new formats for Regional Development Funds at the district and regional levels.
The main goal of the Fund is to support priority initiatives of the local community and create conditions for local economic development.
To date, 39 Regional Development Funds have passed state legal registration in accordance with the requirements. It is planned to create Funds in all districts and regions of the Kyrgyz Republic. The Fund has 2 accounts: budgetary and special, which are opened in the Treasury system of the Ministry of Finance of the Kyrgyz Republic. The Supervisory Board and the Board of the District and Regional Development Fund consist of at least 8 people, and are distributed equally between representatives of government bodies and representatives of non-profit organizations and the public. The Fund’s funds are allocated in accordance with the list of projects and the annual budget approved by the Supervisory Board.
Currently, the local population has concerns about the activities and transparency of the FRR. To reduce dissatisfaction and complaints from the population, as well as to ensure transparency and accountability of the activities of the Regional Development Funds, it is proposed to create a web portal of the RDF.
Objectives of the web portal:
- Acceptance and processing of applications from Aiyl Okmotu submitted by the FRR,
- Phased elimination of human participation in the acceptance and approval of received applications to the Federal Reserve District,
- Online voting on the selection and approval of applications received by the FRR by members of the Supervisory Boards and Boards of the FRR,
- Real-time tracking of all received and selected applications,
- Automatic infographics for each project and region,
- Automatic tracking of submitted applications for social and economic development of the region (as a percentage),

Currently, the Government of the Kyrgyz Republic already has experience in creating a web portal for incentive grants. Aiyl Okmotu also submit applications online through the steam grants portal, and they already have experience in working with the web portal. In this regard, when creating a web portal for the RDF, the Aiyl Okmotu will not encounter any particular difficulties.
We offer:
- Involve interested government agencies to improve the work of the FRR through the creation of a web portal;
- Create a working group to develop the Terms of Reference for the RDF web portal;
- Make changes and additions to the Standard Regulations “On the Formation of Regional Development Funds”, discuss and contribute a certain percentage to the administration of the web portal, taking into account the administrative costs of the Regional Development Fund;
- Determine the government agency for servicing the web portal;
- Work through the administration of the web portal.
